Board of Director’s Meeting – MVA Modular Classroom #10

November 28th, 2023

6:00 pm – Public Session

The Mountain View Academy School Board encourages public input.  Persons wishing to address the Board on school related issues – either in person, virtually, or via email – are invited to do so either when the item is presented on the agenda, or under the “Public Comments” section.  In the interest of time and order, presentations from the public are limited to three (3) minutes per person, and the total time for individual agenda items shall not exceed (21) minutes.  An individual speaker’s allotted time may not be increased by a donation of time from members of the public in attendance.  If you wish to speak under Public Comments, please complete a Public Comment Form and turn it in to Board Secretary Stephanie Johnson or the public may submit written comments by email to MVAboardsecretary@mtviewacademy.org. Clearly label the subject line as: “Public Comment: Board meeting”. The deadline to receive public comment is noon on the day of the board meeting. The Board requests complaints or charges against an employee be held in Executive Session.  Individuals who require disability-related accommodations, modifications, or a virtual option to participate in the Board meeting should provide written notice to the Director 24 hours prior to the meeting.

AGENDA:

 

1.0 OPENING OF PUBLIC SESSION –

1.1 Public Session call to order: Meeting called to order at 6:00pm.

1.2 Attendance:

1.3 Approval of Agenda: Agenda approved as written.

1.4 Approval of Minutes: October minutes have been approved as written.

1.5 Schedule Next Meeting:  No meeting to be held in December. Next meeting will be January 23rd, 2024, at 6pm. An Executive session is scheduled at the end of the Public Session.

1.6 Budget: Beginning of the year spending has slowed down, with that being reflected in the total expenditures over/under line item. The carryover is healthy

1.7 Financial Report: The board has received and reviewed their financial packets.

 

 

2.0 PUBLIC COMMENT Opportunity for Citizens to address items not on the agenda. Persons wishing to address the Board on any school related issue not listed elsewhere on the agenda are invited to do so now.  Audience time is not intended as a forum for public debate. Questions raised may require further investigation. Normally, the board will wait until its next meeting before responding to concerns raised. 

– John Nagy submitted a public comment on gender policies within the district, requesting information on Mountain View Academy’s policy on gender and the use of pronouns.

 

3.0 ACTION DISCUSSION

3.1 Modular bathroom update – New developments have taken place. Modern Building has sold and is now Willscot. Discussed having a permanent foundation for the building. GLAS Architecture is the firm that Lowell School District is using based on their Long Range Plan agreement. Jason provided a plethora of information on the costs and updated quotes with city SDC charges, permit fees, restroom facility, architecture fees, engineering fees would be “significantly higher than $290K”. $290,000 is more than we anticipated for this project and the estimated costs are much higher than that.

Next step will be to have an in-person meeting with Scott Yakovich, Jason Pickett, Laurie Cardwell, and Jessica Cardwell to further the discussion and seek clarification on the dollar amounts disclosed in Jason’s email. Jessica will continue to update the Board at the next meeting in January.

3.2 Surplus two (2) Epson VS230 Projectors, two (2) full-size projector screens, iPhone tripods, and nine (9) surge protectors – We have begun cleaning up the storage pods and have come across some extra items that are no longer being used and won’t be used in the future.  Beau motions to surplus the items listed.  Amber seconds the motion.  Hearing no further discussion, the motion unanimously passed.

 

4.0 INFORMATION AND STUDY

 

4.1 Board Chair report – We have not yet received results of the audit. The Director and Asst. Director reviews are coming up in January & February. Julie anticipates seeing many N/As on the review forms, as we work to provide accurate feedback to the Directors.

 

4.2 Administrator’s Report – Christmas Play will be December 19th in the Lowell Cafetorium. Boy/Girl hygiene talk went well for students in 5th-8th grade. Oregon-at-a-Glance profile discussed vs TerraNova Science test scores. Grants: Early literacy grant and PE grants are being worked on. Update on PreK fundraising. Staff Christmas gift discussion.

 

4.3 Board Comments – Amber asked why MVA was not featured in the Bridge newsletter. Jessica explained that MVA is featured whenever we submit information for the newsletter. However, we only submit information for the newsletter during enrollment and graduation.

5.0 WORKSHOP

 

5.1 Strategic Planning workshop – Beau provided a handout recapping the previous Strategic Planning session and laying out the 5 steps for creating a strategic plan. The Board brainstormed ideas and themes that would fall under the 5 Strategic Direction Goals previously set forth at the last meeting. See below:

  1. Retain a high quality staff
  2. Character focus/action/social skills
  3. Family involvement
  4. Personalized education
  5. Facilities that promote learning
